Penfold has been kidnapped by Baron Greenback, as part of his latest scheme for world domination, he plans to make enough whoopee cushions to disrupt the next meeting of the UN council meeting.

He must find the Baron's factory in Chicago (the windy city) and locate a pin to pop all the cushions, while rescuing Penfold.
