With the huge expense of their previous game, Heavenly Sword, and the lack of commercial success, the game engine and IP were left with Sony. For their next game the team wanted another big budget production, but had to find a new publisher. Namco Bandai came on board, but with only a third of the budget. The game again was a critical success, but not a commercial one. The game follows two very different characters trying to find their way across a destroyed America, thrown together when one enslaves the other with a deadly collar to give herself some chance of survival.
